It all boils down to resources, environment, and interest, and they're all intertwined.

How many high school kids even think amateur bike racing is a "thing"? If you don't catch them before that point, you're probably not going to get another shot until their settled in their lives, if at all. Generally speaking, there relatively small windows of opportunity to bring them in. If you catch them when they're young, even if they leave the sport for a while, the possibility is still in their mind later in life. Mid-30s and on can be more problematic, with their own kids and other demands competing for attention, not to mention all of the other "sexy" fitness opportunities out there.
I made pretty much all my friends in college through cycling. Most all of them were new to the sport from there. Although I agree with your point, I think grassroots is more important. But it's tough... How hard should a parent push their kids toa sport so they don't completely burn out by the time they hit a truly competitive age. I've got too many friends that quit after being the ultra competitive junior and realizing there is more to the world than USADA tests and having no free time at 14 years old.

LUX team is off to the TOUR DE L’ABITIBI 2017 Tour de l'Abitibi, as is Team USA.
This is a Nations Cup race. USA is sitting outside the top 10 this year in Nations Cup points, so it may not matter, but they did win in 2015. A USA club team is competing with the National team - or the other way around. Clubs and National teams are common in this race (not in Europe) but rarely is a club seen as competitive to a national team.

I saw this n USA soccer too. USA would take top players from top clubs. They would not play the top clubs.
In this case it will be interesting to see if the USAC team is as strong as the club team.

That's pretty cool!

Did anyone ever try to get Fiat as a sponsor for Lux? Or even a local Fiat dealer? Because that would also be cool.

Why Fiat?
I think Alfa Romero would be cooler. Or is that the same thing?
