Aluminium Crusader :-)
they'll definitely feel faster
depending on what tyres you were and will be using, I wouldn't expect to get more flats

I switch tire size from 20 to 23 and back but I can hardly tell the difference(on road feel). From 20 to 28, then maybe I can tell, even though I have never tried. Can I tell the diffrence in the speed? I don't think so.
The fact that affects you more is if you keep the same pressure between two different tire sizes, you will more likely to get pinch flat with the smaller size. So, if you go smaller tire, keep more pressure in it but don't expect that you can go faster.

At higher pressure with the 23's you should have less contact area, which may lead to less rolling resistance. I guess they would also be slightly more aerodynamic. They will however be more twitchy, which I imagine could potentially even slow you down unless you are good at holding a line. I have 23's on one bike, and 23front/25rear on another bike that sees more adverse conditions, for which I want a little bit more traction.
