The guy definitely makes good points, and I think his intentions are in the right place. He just lacks any tact whatsoever. He rivals our Commander-In-Chief in his complete inability to carry himself on an international stage.

I don't understand

So why didn't he test positive on previous legs or is testing only done if someone complains rather than as a routine.

Synthetic Testosterone would only be around for about 6hrs give or take. Landis was tested that day as the stage winner.

There are two people who know they will be tested on a given day the stage winner and the overall leader(the yellow jersey). Then there are some randomly selected riders from the peloton.
