Tour of C (Amgen) what time are the live races?

I want to go to Long Beach and see that stage... what time are the races... what are the issues with seeing the race?

What is a "wap compatible handheld device"? and how much would I have to pay for one to get race feeds out on the course.

WAP = Wireless Application Protocol

Some cell phones are WAP-enabled, but with the advances of Wi-Fi internet, they're getting obselete.
