 Samples will be used for identification purposes in the event of the discovery of suspect matter (organic matter or doping substances).
 Clean riders will then be able to demonstrate their commitment against doping.
 The same code of conduct for 100 % of teams
 100 % of riders will commit to a standard code of conduct.
 100 % of riders will be subject to the code.

Hmmm, sounds like 100% of the riders can expect to be tested about once per day. Oh, and they get to provide a dna sample. To me that makes the more sense than any other change they could have made.

You forgot rule 312.3.B:

"There will be zero oversight of lab testing. Any attempts to monitor validity of lab testing procedures will result in immeadiate suspension. Following testing machine manuals will also result in loss of testing accreditation, as will storage of manuals at testing facility."
