Check the usacycling website for license info. You can get a one day license at sanctioned events. As far as requirements...you can't be an axe murderer. Or, at least, not a convicted axe murderer.

Even though I have not raced I come here first because this is wear the cycling warriors meet. I like a group that collectively is goal oriented.
