Check the usacycling website for license info. You can get a one day license at sanctioned events. As far as requirements...you can't be an axe murderer. Or, at least, not a convicted axe murderer.

Well, there are some requirements like helmets, removing anything that can fall off your bike (like clip-on fenders), no aero bars in a RR or crit, plain jearsy if your not on a team, number placement, etc. You can download the rule book at the USA Cycling site if you want to read all of them...but it's mostly common sense/courtesy stuff... Getting hooked up with a racing club is prob. the best way to go.
