Why is this the standard?

It's not a standard. Most clinchers come in sizes ranging from 700X18 to 700X25. 23 just happens to be the most popular. Or are you aksed about the 700 part?

The smaller the wheel, the more variable the frame. 26,27 & 700 were the 3 "biggest " sizes. Europe used mostly 27s and 700s. Italy mostly, Japan on their better bikes have used 700s for 50 or so years ,more really. By the late 80s,most companies went with 700s across the board, 26s for ATBs, some tourers had 27s. 700 allows for tighter frame angles, as well as less problems in good frame design overall because it is smaller than 27". 700 is not an actual measurement, it's derived from a formula in dimensions. After 100 years all concluded that 700c is best, other sizes had al ong run, I see no problem with that, do you ?
