Tour de California Prologue in Palo Alto for 2008
This article says that the TodC will start in Downtown PA and end on the Stanford campus.

If the race starts on the Peninsula, hopefully stage one will too, we have some great riding in the coastal mountains that would make for some interesting racing. HWY 84 and HWY 35 might even be a suitable area for a near mountain top finish with a little downhill...say coming from Tunitas, Kings or OLH.

If they're aruond Santa Barbara at all I'm thinking of traveling out there to see them. I've never been to a Euro pro race before....I think it would be a very cool road trip.
