I've just upped my subscription to the two-wheeled torture chamber.

Actually, it's far more pathetic than that CI. When I started Cat 5 WAS Cat 4, and you didn't have to upgrade. I remain... a Cat 4.
Never let it be said that Pcad didn't always reveal the unvarnished and painful truth to his cycling brethren.

It gets even worse. I started as a 4 way back and they had the gall to make me a 5 this year. You don't even want to know my ranking. <scroll down> <more> <just a bit further> <almost> <there>

Yes ... yes ... I've heard it's true. But 90% of the guys I know that have recently moved up hold their own or even find themselved winning 3 races. This led to my hypothesis that upgrade rules from 4 --> 3 are in fact too stringent. Case in point, if you do 10 USCF races per year (which is a decent number in my region) you've got to average 5th place in every race. I won a total of 1 cat 4 race on my way up and had to scrape by with top fives in the rest of my races to get enough points. This on a ~7 race per year schedule. I race ~40 times per year, but the vast majority are club races.
