CA State TT Championships, how to qualify?

I am curious, how do you qualify for the California State Individual Time Trial Championships?

For some reason I can't find much information on it. Is there a website?

You can't qualify. Kids like you aren't allowed to race.

Nothing needed to qualify. You just need a license, doesn't matter what category.
