How do you keep your number visible in the cold/rain?
Clear jacket? Pin the number on your jacket? Pin on jersey and take off your jacket before the finish? or just HTFU and ride without a jacket?

Clear jacket only if it is really cold and really raining.
I almost never wear a jacket except under those conditions. I almost always find myself far too hot if I do. If I do wear a jacket I have no intention of taking it off so I pin my number on the jacket.
If it is not sub-arctic I've always felt that I am going to get wet regardless so tough it out. I am usually a bit cold in the first 10 minutes but once I warm up I am ok.
Making correct clothing choices is just one more facet to bike racing and one many people get wrong.

base layer, arm warmers, "turtle fur" cap, leg warmers, number pinned on the jersey. Good enough down to the lower 40s if I'm working hard enough.

if its really cold: base layer, jersey, LS jersey w/ number pinned. If its very, very cold (late 'cross season): same +vest w/ number pinned on it (though I've never done this on the road, 'cross is another story...)

Racecapes are see though for a reason! But I rarely wear one in a race. I carry a gilet if it looks like rain, and if I have to put it on, either take it off toward the end or roll it up to my armpits so the number is visible at the finish.

I have never raced with a jacket on. Sometimes, if it's raining, I'll wear a vest. I'll just pin the number to the vest in that case.

I wear my clear rainjacket in all sorts of weather - cold rain, cold bitter might-rain, cold bitter wind, etc. I hate feeling wind, and I really hate wet wind.
I use duct tape to tape my number to the rain jacket. No holes, no flapping. Use white if using white numbers and it's hard for officials to yell at you. I've used black as well.

UnderArmour with a jersey over top with the number pinned on it. My last race was 20F out and I was starting to gt warm under the UnderArmour.

If it's raining seriously, you want something to keep the water off. Slick jacket necessary here.
If it's only drizzling and you won't get soaked, you can use a vest, jacket, long sleeve jersey, short sleeve with arm warmers...
Officials want to be able to see your number the whole race, for center line violations for example. You can't just put it on your jersey and cover it up. So you need to know what the forecast is for the whole race. You don't want to be stuck wearing a jacket if it starts warming up.
One idea is to make a second race number by turning over an old number and writing on it. Maybe the race officials will ok it. Never tried it though.
