Of note is that they stopped writing checks to NorCal (NCNCA) when they found out they had a bunch of record keeping and IRS filing issues. President (and ex treasurer) resigned as a result.

It seems that ABR (Generally the Midwest), ORBA is fairly unique in that they have their own points system then?

Even CBR is basically USAC's point system from what I can tell, do they even issue their own license?

In Illinois, most racers have two separate licenses that serve two separate rolls (one for USAC and one for ABR)

Yeah, CBR issues it's own license. 2-3 years ago, it was only good for racing in a few events. But this year and last, more promoters are going CBR. I don't know why. STill more USAc races available. Riders who race every weekend get both USAC & CBR licenses. CBR's cheaper, too.

Their point system for upgrading? Yeah, copied from USAC, as is rule-book (in fact, they don't have "their own" rule book--they just say rules as per USAC rule book). No need to reinvent the wheel.
