Your non-USAC regional governing body

Chicago/Wisconsin has ABR

Where do you live and what other systems do you race for. Does it have reciprocity with USAC?

(if you wanted to be really helpful, a link to their website would rock)

This is for everyones benefit, so play along.

Don't go to Europe if you can't read Dutch.

*edit*
There is an awful lot of hand holding going on that website.

Oregon has OBRA, it has reciprocity with USAC. I actually live just across the border in Washington, but there aren't any WA races anywhere close to us, so I race in Oregon...

Thanks guys. This is a lot of help. You'll see why in about a week or two. And if you're observant you'd already know why.

Actually, that would just be Oregon. Washington is a USAC affiliate. (Those of us in SW Washington just typically join OBRA) Oh, and your link is pointing to the Texas site.

California Bicycle Racing (CBR).
Reciprocity is kinda weird: SCNCA (So-Cal region of USAC) accepts only like 30% of your points/races toward your upgrades. But, CBR puts you in the same cat as you are in USAC.

What about the other way around? Do any of them ever work like that?

Let me clarify. If the organization doesn't issue its own license (IE if it just works alongside USAC) then it doesn't apply.

I don't understand what you your question is. CBR will let you race your USAC category, USAC won't upgrade you based on your CBR results. Fortunately it's pretty much just a handful of races that are CBR.
