The girl who fell initially was hit hard on the back of her head by the wheel of the bike that broke in two. Lucky her head stayed on!

I don't know much about track racing, but who's fault was it? The girl who went down first (in red), or the girl originally in front of her who was moving up the track?

girl in red. People move up and down the track all the time, you have to be ready for it (and not sit there with your front wheel overlapping theirs by 6 inches).

To be fair the girl in back was not overlapping when the girl in front initiated the move up the track. It's hard to see in the video because the start of the move is overlaying the previous image. It seems to be just an unfortunate racing incident and not a case where someone did something "wrong".

That's how my Bianchi broke when I rode it into a curb. Of course, the cables kept the front end from careening down the street.

That look matches descriptions from my friends as they approached the scene of my recent crash. Sitting up, completely dazed... then I lost 6 months of memory and went into a 4' looping amnesia spell for 9 hours

She took a wheel to the back of the head during her crash. Doesn't look like she hit her head in the initial fall, but as she slid down into the pack, one of the racers hit her square in the back of the head. I hope she is alright.
Looking again at the video, the back of her head is what snapped the bike frame!

My first racing crash was like this. About five hours (I assume and hope you mean hours, not months) of memory loss and a looping amnesia spell. The contrast of her expression of nothingness with her heavy breathing from the race exertion is kind of scary. None of the emotion you'd normally see on the face of someone who is racing and crashing. I can see now why my teammates were worried about me.

When they said "the Ritchey," I asking why I wasn't riding my Madone, and they had to tell me about the BB shell failure and the Fuji I had ordered. That was about 6 months. I may have lost more than that, but that's the only conversation that came up every four minutes.
I got the six months back when I snapped out of it, but the nine hours of amnesia is gone. All I have to remember that is the hospital bill and facial scars.
