Is there a rule prohibiting wheels such as the HED3 in USAC road races?

From what I could gather from HED and other sources - collegiate racing is the only place we need to worry about using HED wheels in USCF events.

You only need to worry about wheel selection if you are competing at high level USAC event or Collegiate. From the rules
1M1(e) Bicycles must meet current UCI technical regulations at events that select 17-18, U23 and elite riders for international competition or national teams. All bicycles used in National Championships (for age 17 and older riders) and NRC races must comply with the current UCI regulations
There was a move to require all bikes at all events to meet UCI requirements several years ago that was rescinded. The intention of the rule shown above is to require those riders or teams who will compete at the international level or qualify for international events to use the equipment they will be required to use at that level. Thus UCI equipment requirements thus apply to qualification events, NRC and Nationals.
