UCI saves cycling once again
UCI to require lawyer tabs, dictate Camelbak placement and sock length
The real development though is their banning shoe covers for the track. This will revolutionize cycling as we know it and save race teams tens of dollars every year, money that will be better spent buying "UCI Approved" stickers to put on water bottle cages.

I guess every racer will need to glue on some lawyer tabs .... add 10 seconds to every wheel change.

Which renders the tabs useless !!
Then the UCI will mandate bigger tabs ....
Then teams will get wider skewers .....

The UCI is on the verge of becoming like the JKA (the organization that enforces NJS rules for Keirin bikes).
"The EN label or another international safety label should be applied on all frames, forks, handlebars, wheels, etc. to prove that the equipment has been tested according to the applicable safety standards". Plus, "All models of frames and forks under development on 1st January 2011 which had not reached the production stage have to get approved to be allowed in competitions (road, track, cyclo-cross)". This UCI sticker program is no different than the NJS stamp.

In any UCI sanctioned event, yes. I think this also includes Masters Nationals because any world record set at Masters is recognized by the UCI, provided that the proper protocols are followed (i.e. drug testing).

1M1(e) Bicycles must meet current UCI technical regulations at events that select 17-18, U23 and elite riders for international competition or national teams. All bicycles used in National Championships (for age 17 and older riders) and NRC races must comply with the current UCI regulations.
1B(b) National Championships for 17-18, U23 and elite riders will be run under UCI rules, except as specifically noted elsewhere in these rules.

I like how they said "removing the saftey tabs will void the fork warrenty in the event of a crash". I'm sure all the pro guys are really worried about the warrenty on their frames.

You're missing the larger point, which is that every warranty excludes crash damage. It's utter nonsense to make the statement above.

All this seems to do is benefit the [status quo] larger bike and wheel makers and hurt the little guys. After reading through the entire powerpoint frankly I'm disappointed in the UCI and what they now seem to stand for.
