It pedals to well?
The SPV shocks (5th Element, Swinger) are designed to stick to the ground. They don't hop well because they are supposed to stick to the ground. They aren't exactly free-ride shocks in the Urban sense.
If you want a lively shock, get a Vanilla RC or an Avalanche or a Romic.
