Mercier 100. Problem points are the bottom bracket and headset, which will be French thread. If they are shot, they can be replaced, but means about 50$ to replace the two. Looking at the bike, I would also be concerned about stuck seatpost and/or stem.
I had a crapload of old lower end Pug frames, but I gave them all away.
