That'd be a neat trick. I could see a 1 1/8" frame necked down to a 1" steerer tube, but a 1" frame with a 1 1/8" steerer could be interesting. Take it to a machine shop and see if they can either press the fork into the frame and make it a "fixed steering" bike or mill the steerer down to 1". It would comprimise the strength, but maybe they could melt the shavings and drip them into the center of the steerer tube to make up for it,hehehe.
