I'm thinking maybe a Surly hub and some good but fairly priced hoops, but what other options should I consider?
Ideas for an ultra cheap fixed wheel.

1. Suicide hub (no lockring freewheel hub)
2. Re-space / Redish
3. Locktite threads and cog
4. Rotofix

Muhahahha!
That's what my sister is getting.
Don't worry. she'll get a brake too.

Otherwise a Formula, Surly or Miche hub will do the trick.
They all cost about $75-90 for the hub.

As for rims... there are a bazillion to choose from.

For real though? spend the money now and buy something nice cause you'll want to upgrade in 3 months time.
