accuracy of my heart-rate monitor?

how can I tell if my heart rate monitor is accurate? If the equipment at the gym is giving the same reading as my watch, does it mean that it's accurate?

I'm just wondering because I'm 20 years old, and my heart rate usually goes up to the 180s when I'm running. I would think that my 30 minute, speed 6 workouts on the treadmills would be getting easier after a while, but that doesn't seem to be the case. Is such a workout three times a week enough to improve your cardiovascular efficiency? or is it likely that my heartrate monitor is giving me too high of a reading?
