I can tell, especially with 23mm tires, which amounts to about cm difference in radius in comparison to 27 x 1 1/8. It just looks way better with the right size wheel to me. Its the extra clearance that looks dorky to me. If you run big tires, like 32mms, then 700c would be OK, and would also put the BB at the proper height.
