Cable Replacement

I was wondering up to what point a gear or brake cable would still be good to use. I know that a cable starting to shear or split at a fastener, is going to expand in width and causes the cable not to slide through its housing properly. What about rust? Basicly, what would be the point at which you preferably want to replace a cable? What's allowable, what's not?
