Not everyone has the money or access to cheap parts and tools to figure out what gearing and parts feel best. That's one of the reasons that we come to places like this.

That being said, I used to ride mustache bars but switched to randonneur bars with nice big aero hoods (two of them, each one attached to a brake, oh the humanity!) and I love them. This is on a fixed road bike, not a track bike, if that makes a difference two you. What I lose in style points, I get back in comfortable hand positions. I can't imagine riding deep track drops on the street for any extended period of time.
