Reaming and facing head tube...

I'm planning to build my first bike and have been carrying out a bit of research. From what i have read, the head tube of the frame needs to be faced and reamed before a headset can be installed. Is this true? To do this i have found that some fairly expensive tools are required, which i have no access to (my LBS doesn't have these tools), and i'm not too keen on spending the large sum of money on them, especially if it turns out i'm a terrible frame builder

Is there any alternative method of installing a headset to avoid this cost and process? I'm wanting a threadless headset if that's of any importance.

And one other thing... How difficult and time consuming is it to hand miter a steel tube set for a frame?
