My "from scratch" ebike is based on a Nashbar cyclocross frame and a Wilderness Energy BL36 kit, 700c with 32mm tires. See http://www.captmonkeyrocket.com for a photo. A road bike or hybrid makes more sense for commuting, in my opinion.
