Yes... if you already have all the tools, can do the work yourself, and aren't vain about the parts on your bike (serviceable no-name brand parts and/or mid-range Shimano bits will save you a ton of money, but nobody will drool over them for you).

All my bike projects have run over budget though.. usually for tools, unforseen expenses on little stuff like new cables etc, and because i'm silly and tend to not want generic black painted Nashbar brand parts etc.
