Well, yes and no. Usually the word "stolen" appears in the equation somewhere.

Leader frames are pretty inexpensive compared to their namebrand brethern You can still expect to lay out around four bills for a frame, fork and headset. For a few dollars more, you can get a complete steel bike. Steel will always ride way better and propery cared for, last forever. That being said, I have been well pleased with the Leader frame I own (geared road bike). It's as well made as you will find, light and good welds. If they had a SS frame with road geometry, braze ons and such, I'd hog one up.
