It looks like the writing on the hub says "Quando Monty". Now I know Monty is known for making trials bikes, so there may be some relation there. Also the rim looks pretty wide, like you'd see on a trials bike. So maybe ask someone knowledgeable about trials? Maybe in the MTB section.
