honestly, dude -- prep the bike yourself and paint it yourself!!

a good prep and paint job will look just as good as a powdercoat, and touchups will be easier to take care of down the road. Krylon makes a cool Plastic paint that adheres real nicely to bike frames, so a few coats of that and two clears should suit you well enough.
