The full japanese version has stuff not lost in translation. such as...

Tragic, yes. Will something come of it? I sure hope so. Never pleasant to lose lives. So please respect.
If the car was parked in the passing lane of a 4 lane highway then I can see the driver possibly being charged in this case.

But it still begs the question as to why the cyclists did not see the car? I have come up behind cars parked in a passing lane on a interstate. It is very difficult to determine that they are actually stopped and you can get a bit too close for comfort before realizing they are stopped, but this is moving at 70-80 MPH in a car. I doubt the cyclists were going that fast. But perhaps close if it was a decent and they just did not have the time to swerve around the car.
