Depends on both bikes:
1) MTB with knobby tires, and no aerobars to a road bike with racing tires and clip on aerobars, the difference could easily be 3 mph.
2) MTB with high pressure slicks, dialed in aero postion with clips on, and a road bike without aerobars, the road bike could even be slower.
