Twin Cities Oddity : "Double-deck" SS MTB

Unfortunately, I could not get the camera out quick enough to capture the image, but maybe somebody else has seen the guy. The family and I were up in the twin cities last week. Thursday morning down at the mill run park/ west bank of the St. Anthony falls. And I look down from the pedestrian bridge and see this guy riding a bizzare contraption.

It looked like a SS MTB, but the thing was hugely tall, except that wasn't quite it either since the BB was up off the ground by 24-30" or so. The saddle was nearly 4 feet or more off the ground, etc. I don't know how to describe it any better than that. Anybody else witnessed this UBO (Unidentified Bike Object)?
