Cities get portions of gas taxes to do road repairs.

If you go to the City of Carlsbad website, they have nice pie charts that show where their funds come from and how they are distributed. Another place you can look is the SANDAG site. Do some research before posting any other drivel. Repairing a road is a little more than shovelling some cold patch and compacting it with a pickup truck.
