The MT-17 is nice, but the UI-5EX looks nicer depending on the bike. Don't worry about the shim, it's nothing. The UI-5EX has nicer lines than the MT-17, but their both nice stems

Not really. you can probably get the bars into the face plate, but it's not going to be pretty, you might end up damaging the stem/bars as well.
