It's not about driving ability; it's about incentive to run. There is correlation between the number of illegals in states and fatal hit-and-run rates in states. Correlation doesn't necessarily mean causation, but it does suggest that the issue needs to be looked into. Also, unlicensed drivers are over 66 times more likely to run. What percentage of illegals in Denver are unlicensed?
