Car gone carbon offsets

Heres one of those carbon emissions trades that might result in a cycle path.

I don't really understand how these schemes are helping anything except for
rich people to get richer. A quote from the article about the cyclepaths:
"These are good and important projects, but they are things that the municipality has an obligation to do out of their normal budget. ...."

The building of the cycle path seems to contradict the assertion that the methane
use wouldn't be economically feasible without the Dutch Bank buying the carbon emission credit. Will some one pay me for riding my bike if I claim that I wouldn't ride my bike if someone doesn't pay me to do so? Maybe we affluent car free people should threaten to buy and drive SUVs if someone doesn't pay us not to?
