If I were choosing based strictly on when it's nicer to commute, I would say the morning. I once road to work at 4AM down a MUP through a cold fog. It was surreal and one of my most memorable commutes yet.
That said, I'm not a morning person, so for reasons other than the commute, I'd have to chose the evening.
