The mornings where I commute seem to have heavier traffic all at once. It changes with the school year being in session or not but I like to avoid the rush of getting your kids to school before going to work or the country club rush which means I always hit the morning dark.
I usually end up hitting both lately as I'm required to be at work 9 hours (1 hour mandatory lunch whether you work it or not) plus my commute is a little longer so either I see the sunset or the sun is already down when I leave.
It all depends on when the traffic or other external factors are better. There is a time of year I have to avoid certain times so I don't hit this 4 mile rolling hill stretch at sunrise or sunset because no matter what light I get the sun will drown it and me out.
