The does are there because they were born there and the bucks are there because when they left their place of birth at 6 months - 1 year of age they decided that was a good place to live.

We do not know why or how bucks find the place that they are going to live.

While I appreciate your sarcasm I know quite a bit about whitetail deer. I've also killed a few in town, skinned them and know that unless the deer just have an eating disorder there is usually not MORE food in town where much of the landscape is covered in streets, buildings and parking lots.

Go figure. Less food in a landscape where half the land is paved.
