I agree with that to some extent, but I also think that Armstrong didn't want to let anybody other than Landis win the race since Floyd had done all the work on the climb. When Ullrich wouldn't take up pace making duties after catching Landis (letting Kloeden and Basso catch back on), I'd bet he made a decision right there not to "gift" the race to T-Mobile.
