What dod you do when your clear coat peels?

I have read about patching chips in the clearcoat with nail polish, wet sanding bad spots and re-applying, but what are your options when several areas seem to start "peeling" up. It is almost like you could unpeel the entire tube. Is there a stopgap solution. Should you look for good bumper stickers until you repaint or re-clearcoat the whole frame?

Any body have any Thoughts.
