I'd suggest the road around Cherry Creak Resevoir. It's used for many TTs and Tris. It meets the criteria you specify, the only issue is there is one hill...but it's got a corresponding downhill that averages that out I think.

If you start at the West side of the resevoir you'll notice a line painted on the road right near the parking lot for the boat ramp. That's the start/finish line that's used for the CCR TT series that's run each spring. You can find the exact route somewhere on this glorious worldwide web.
