Short reach has been the 'standard' on US road bikes since the early 90s or longeer. There are also standard and long long. The reach is often stamped on the backside of the calipers,all he has to do is get the same thing.Short reach is typically 39-49 or 50mm. The swivel thingy has nothing to do with it.That's a quick release for opening the caliper to remove the wheel,without deflating the tire.
