If it is a quill stem, just loosen the bolt at the top. You might need to whack the bolt to loosen the expander. Once it is free, just lower to the height you want. But if you have a smaller head tube, be careful. Many steering tubes are butted. If you lower the stem into this area, it can become loose and a nasty crash can occur.
