I noticed a similar problem on an 18 year old bike of mine about a year ago after using it at the beach for a couple of weeks. I cleaned the wheels and put a bit of oil on each rusty washer. The wheels are still working fine even after some severe bumps and shocks. The spokes haven't needed adjustment, so that might be a problem in the future.
