Thats exactly what I thought, sent an email yesterday already! To be honest, I think I am being shafted and don't really know what to do about it. If push comes to shove, I will probably file a complaint with ebay and see where it goes.
PS. I see that very same frame being sold by other ebay stores, fork/headset included.
