Not the one you are referring to, but the
Radical Design Cyclone has wheels that pop off without tools and the hitch also detaches in seconds without tools .The whole thing folds down fairly flat with the wheels and hitch stores inside. The company is located in the Netherlands.
If the trailer is loaded and you take the wheels/hitch off it looks just like a small duffel bag. The hitch comes in a version for 16"/20" wheels and one for 26"/700c wheels so the trailer stays level.
They also make a stripped down platform only cargo version.
