How to properly measure spoke length?

With a used spoke in hand, I want to know to what points I should measure to determine length in the proper way. It seems clear that on the threaded end, the measuring point is the very end of the spoke.

But on the hub end, do I measure from the center of the spoke's head, or from the spot on the spoke that bears against the inside of the hole in the hub flange? I realize this is a VERY small and mostly inconsequential difference, but I'm just the curious sort.
