The Gore Windstopper fabric itself actually is waterproof, but the jacket its made of wont be. The reason the jacket isnt waterproof is because the seams are not taped. Windstopper fabric is also usually more breathable than a waterproof GoreTex jacket because the glue used to adhere the membrane to the fabric of the jacket is more breathable.
